Public Comment Period: Program Management Plan for Section 5310

Draft Program Management Plan

The Ozarks Transportation Organization is seeking public input on an update to its Program Management Plan for the Section 5310: Enhancing Mobility for Seniors and Individuals with Disabilities grant program. The Program Management Plan (PMP) outlines how the grant program is administered. This includes who is eligible to apply, what projects are eligible for funding, and how applications will be scored.

Changes in this update designating the Ozarks Transportation Organization (OTO) as a designated recipient for FTA 5310 funding starting with fiscal year 2025. The change also removes the Missouri Department of Transportation (MoDOT) as a designated recipient for FTA 5310 funding for the OTO area, meaning that OTO will be responsible for the administration and oversight of sub-recipients as outlined in the updated PMP. As part of the update, the 5310-funding allocation within the OTO area will allocate 55% of the annual allocation for traditional projects to the OTO, 35% for non-traditional projects to CU Transit, and 10% for administration to OTO and CU-Transit. OTO will suballocate the funding for traditional projects through a competitive grant opportunity to sub-recipients.

The public comment period will end at noon on August 30, 2024. The OTO Board of Directors will review and consider approving the updated Program Management Plan at their September 19, 2024 Board Meeting, held at 12:00 noon at 2208 W. Chesterfield Boulevard, Suite 101, Springfield, Missouri. After reviewing recommendations and entertaining public comment, the OTO Board of Directors will decide whether to formally adopt the updated Program Management Plan.
